A group of Florence freight community stakeholders met to discuss the most significant priority issues to the movement of freight throughout our area. The following presentation was the result of discussion, classification and prioritization of those issues. PUBLIC NOTICE
At their February 19, 2010 meeting, The Florence Area Transportation Study (FLATS) Policy Committee approved the proposed FY 2009-2015 Transportation Improvement Program (TIP) and also approved the following item contingent on any significant negative public comment:
  • Add $1.1 million to ARRA Funding Section for PDRTA Bus and Bus Facilities
A copy of the TIP is available for viewing and comment beginning Monday, March 1, 2010 through Thursday, March 11, 2010. The document can be reviewed Monday through Friday between the hours of 8:30 am and 5:00 pm at the Florence County Planning and Building Inspections Department located at 518 S. Irby Street, Florence. The document is also available at the Drs. Bruce and Lee Foundation Library at the Reference Desk in the County Planning binder located at 509 S. Dargan St., or online at www.florenceco.org. Please submit any comments to:
FLATS, 518 S. Irby Street, Florence, SC 29501 or call (843)676-8600. The TIP process is being used to meet the Public Participation requirements for the Pee Dee Regional Transportation Authority Program of Projects.


The Florence County Planning Department is in the process of updating the Florence Area Transportation Study (FLATS) Long Range Transportation Plan. As required by State Law, this plan is required to be updated every six years. This update will list and rank projects in order by importance for transportation related improvements for the Florence area through the Horizon Year 2035.

If you are a driver, rider, walker or bicyclist, we need your input. Fill out the questionnaire and return it to our office at 518 S. The Transportation Plan Advisory Group (TPAG) consists of Florence County stakeholders that meet regularly to review the Long Range Transportation Plan. This group will provide guidance to the Project Team in the development of a multimodal transportation plan. The TPAG will encourage sustainable development by integrating transportation and land use decisions. The Plan – built upon a collaborative process between state and local governments – will effectively engage the community to create a comprehensive planning tool that directs future transportation decisions in the FLATS study area. This Advisory Committee will:
  1. Serve as a sounding board for Project Team ideas,
  2. Describe and/ or map their own ideas and suggestions,
  3. Get the word out about public workshops, and
  4. Contact City/County officials to support the adoption of the Plan.

As a Metropolitan Planning Organization (MPO), the Florence Area Transportation Study (FLATS) is a process by which local officials and citizens have input in the expenditure of transportation funds within the urban area of Florence, South Carolina. Any major road project or transit project that takes place in this area using federal funds must be considered and approved by the FLATS Policy Committee.

The FLATS Policy Committee consists of representatives from the State Legislature, members of Florence County Council and Florence City Council, and the Mayor of the Town of Quinby.  Any projects that come before the FLATS Policy Committee are first examined by the FLATS Study Team, which consists of technical representatives from various agencies and departments in the area.  The recommendations provided by the FLATS Study Team are then passed on to the FLATS Policy Committee for consideration.  Projects approved by the FLATS Policy Committee are then listed in the Transportation Improvement Program (TIP).

 Efforts are made to give the public an opportunity to have input in the transportation planning process.  A wide range of people, including agencies, community groups, individuals, and the media, are notified of the meetings.  The Municipal/County Planning Department provides the staff work for FLATS and is available to assist the public with transportation questions.
